This pane is linked to the current study queue. Each count below is calculated from the same planner rows shown in the MSA Planning Queue. Priority now considers CTQ parameters, process capability gaps, conditional GRR >10%, MIW Quality / PED / Operations feedback, and instrument tolerance/sensitivity.

Base MSA Study Creation
Create draft from MSA matrixStep 1Select ItemGauge, instrument or equipment type is pulled from the MSA applicability matrix.
Step 2Apply MatrixMSA matrix recommends the applicable study type based on gauge, instrument or equipment type.
Step 3Sample PlanParts, trials, appraisers, reference values and acceptance criteria.
Step 4Dependency CheckCalibration, master, samples, operators and Cpk context.
Step 5Submit DraftDraft moves to reviewer queue before execution.
1. Gauge / Instrument / Equipment Selection
Select the item category and type. The applicable MSA studies are pulled from the uploaded MSA applicability matrix.
Recommendation is now embedded here: the applicable study type, sample plan and acceptance criteria are generated directly from the configured MSA applicability matrix. Separate Study Recommendation view has been removed to avoid duplicate navigation.
2. Location / Organisation Scope
This scope controls whether an existing MSA is reusable or whether a new study is needed.
3. Process / Characteristic Scope
Selecting the process automatically populates characteristic, criticality, tolerance, sample plan and recommended study type.
Process-driven defaults will appear here.

Select a studyCp / Cpk Context for MSA Planning
Process capability is context, not a replacement for MSA| Capability Condition | MSA Planning Impact | Priority Effect |
|---|---|---|
| Cpk ≥ 1.67 | Stable process; normal MSA cycle | Normal |
| 1.33 ≤ Cpk < 1.67 | Maintain coverage; due-soon studies planned normally | Controlled |
| 1.00 ≤ Cpk < 1.33 | Prioritize missing/overdue MSA for critical gauges | Increase |
| Cpk < 1.00 | Escalate: measurement uncertainty may mask process nonconformance | High |

Planner Rules
Selection, scoring and workflow rules
These rules explain how the planner selects gauges, instruments and equipment for MSA study. The rules are aligned with the applicability matrix, CTQ priority, process capability, previous MSA/GRR evidence, tolerance/sensitivity, feedback and dependencies.
1. Selection Trigger Rules
Why an item enters planning| Trigger | Rule | Planner Action |
|---|---|---|
| MSA Due | Required study is not created, linked, approved or valid for the current usage context. | Plan Study |
| Failed MSA | Previous MSA failed acceptance criteria or GRR >30%. | CAPA / Re-study |
| Conditional GRR | Previous GRR is >10% and ≤30%; accepted only with condition or improvement plan. | Review / Re-study |
| Overdue / Due Soon | MSA validity has expired or renewal window is approaching. | Renewal Plan |
| Blocked | Calibration, master, samples, CAPA or operator dependency prevents execution. | Fix Dependency |
| Usage Context Change | Operator group, range, part feature, process/location, repair status or usage intensity has changed from the approved MSA scope. | Revalidate Scope |
2. MSA Applicability Rule
Gauge / instrument / equipment matrix| Item Category | Matrix Source | How recommendation is created |
|---|---|---|
| Gauge | Gauge applicability matrix | Bias, Linearity, Stability, R&R Variable and/or Attribute study are selected from configured gauge type. |
| Instrument | Instrument applicability matrix | Stability, R&R Variable and Repeatability are selected based on instrument type and usage location. |
| Equipment | Equipment applicability matrix | Linearity, Stability, R&R Variable and Repeatability are selected based on equipment type. |
3. Planner Priority Score Master
100-point scoring model| Factor | Scoring Rule | Max |
|---|---|---|
| CTQ / product parameter priority | Critical-to-quality / customer-critical = 20; Major = 14; Minor = 8. | 20 |
| Process capability gap | Cpk <1.00 = 15; 1.00–1.32 = 10; 1.33–1.66 = 4; ≥1.67 = 0. | 15 |
| Current MSA evidence + Historical GRR | Failed MSA or GRR >30% = 20; MSA Due = 16; conditional GRR >10% = 14; Overdue/Blocked = 12; Due Soon = 6; accepted/currently valid = 0. | 20 |
| MIW Quality / PED / Operations feedback | Feedback from 3 functions = 10; 2 functions = 8; 1 function = 5; none = 0. | 10 |
| Tolerance and sensitivity risk | Tolerance risk up to 8 points; instrument sensitivity up to 7 points. | 15 |
| Usage / context change | Operator/range/part/location/repair/high-usage change = 10; no major change = 4. | 10 |
| Dependency readiness | No blocker = 10; one dependency = 6; two dependencies = 3; three or more = 0. | 10 |
4. Workflow Routing Rules
Action selection| Condition | Workflow |
|---|---|
| MSA Due / Due Soon / Overdue | Plan Study |
| Failed MSA or GRR >30% | CAPA / Re-study |
| Conditional GRR >10% | Review / Re-study |
| Calibration/master/sample/operator/CAPA blocker | Fix Dependency |
5. Governance Rules
Audit readiness| Governance Control | Rule |
|---|---|
| Reviewer approval | Draft studies must be approved before execution. |
| Version lock | Approved study scope, sample plan and acceptance criteria are locked. |
| Evidence traceability | Selection reason, score breakdown, matrix source and dependencies are retained. |
| Modification control | Changes after approval require modification request and re-approval. |

Audit-ready justification
Each planned gauge carries the reason why it was selected, the rule that selected it, the required study type, the blocking dependencies, and the risk score. This makes the planner defensible during customer or IATF audits.
